$52M average per project. All Zone K. Pilgrim-West Bus PAR $295M is the primary SDU. SUF $104M + SDU $416M to PSEG-LI. 5 projects completed ASDU-1 in Feb 2025.
C24 — New Attachment HH Methodology
$2.26B SDU across 57 projects
$39.6M average per project. Multi-zone. 24 SDUs identified. Pilgrim-West Bus PAR $334M remains binding LI constraint. Edic-Ames Road rebuild alone $600M+ for upstate projects.
Proposed New Rules — Active Watch
Only 3 of 24 C24 SDUs Survive
Under NYISO proposed new SDU methodology: Watercure-Oakdale terminal upgrades ($1.2M), Fresh Kills 345kV PAR for Zone J ($616.6M), and LI East PAR for Zone K ($334M) are the only surviving SDUs. All Highway and most ROS Byway SDUs drop away. Could substantially reduce costs for Zone C, A, D, E, F projects while Zone J and K costs increase.
