PJM Interconnection Process — Step by Step

Application & Queue Entry
Submit via PJM's eQueue portal. $10,000 deposit for projects ≥1MW. Queue position based on application receipt timestamp. Site control required. Projects grouped into cluster study windows.

Feasibility Study
Optional preliminary screen. ~60 days. Identifies major network upgrades at high level. Fee: ~$30K. Recommended for large projects or complex POIs near known constraints.

System Impact Study (SIS)
Full power flow analysis. Identifies required Network Upgrades and preliminary cost estimates. 120-day study window. Fee: ~$350K for large generation. Primary cost discovery phase. Studied within cluster alongside other projects in same window.

Affected System Studies
If the project impacts neighboring systems (TVA, Duke, MISO, or other non-PJM systems), bilateral affected system studies are required. A major source of delays — can add 12–24 months. Common for projects near PJM borders.

Facilities Study (FS)
Engineering design of the specific upgrades identified in SIS. Determines actual confirmed costs vs. estimates in SIS. 180-day window. Transmission Owner designs to zone-specific standards (MAIT/AEP/DOM).

IA Execution & Construction
Interconnection Agreement executed with PJM and Transmission Owner. IFA security posted: $70K/MW (wind), $40K/MW (solar/storage). TO constructs network upgrades. Developer constructs generator. COD triggers IFA refund process.

FERC-Regulated RTO
PJM operates as a FERC-regulated Regional Transmission Organization under the Federal Power Act. 65+ Transmission Owners own the physical grid; PJM coordinates operations, market, and interconnection across 13 states and DC.

FERC Order 2023
Cluster Studies Effective Jan 2025
PJM implemented cluster study methodology and new readiness milestones (M1–M5) per Order 2023. Projects failing milestones forfeit queue position. First cluster studies (Q4 2024) cover ~300 projects. 18–24 month target vs. prior 36+ month serial process.

350+ GW Active Queue
PJM had 2,860+ active projects representing 350+ GW as of 2024 — more than 3× current installed capacity. FERC approved PJM's transition plan to clear the backlog while implementing the new cluster process. 2023 RTEP approved $48B in new transmission.

FERC Issues Order 2023
FERC mandated cluster interconnection for all RTOs/ISOs. Set 150-day study deadlines, readiness milestones, and $5M baseline cost responsibility threshold. PJM most affected given queue size.
December 2023
PJM Compliance Tariff Filed
PJM filed revised LGIP with FERC. New Manual 14B sections covering cluster study process, milestone requirements, and cost allocation reforms.
January 2025
New LGIP Procedures Effective
Revised Large Generator Interconnection Procedures with readiness milestones and cluster studies now effective. First cluster studies underway covering legacy transition queue projects.
2026
Expedited Interconnection Track (EIT)
PJM filed dedicated EIT process for co-located generation (data centers + generators) with FERC. Target effective mid-2026. Responds to Northern Virginia hyperscale load growth driving 55+ GW of new demand forecasts.
2026–2027
PJM 2035 Long-Range Transmission Plan
PJM's 15-year transmission backbone analysis expected to identify 500kV/765kV needs driven by coal retirements and offshore wind imports. Expected to identify $50B+ in additional infrastructure. Will reshape network upgrade cost landscape.
