PJM 13-State Footprint
Illinois
ComEd · ATC
Chicago metro load center. Key nuclear plants: Dresden, Braidwood, Byron, Quad Cities. Major wind interconnection zone in northern/central IL. Constrained by Braidwood area 345kV.
Indiana
AEP · DEOK · NIPSCO
Indianapolis load center. Transitioning from heavy coal baseload. Growing utility solar corridor in southern IN. On PJM-MISO seam — dual-scheduling eligible at some POIs.
Ohio
AEP · ATSI · DAY · DEOK
Multiple utility zones. Major wind corridor in NW Ohio (Lake Erie shoreline). Gavin and Monroe coal retirements pending. High LMP divergence between zones during congestion.
Pennsylvania
PECO · PPL · PENELEC · DUQ
Philadelphia and Pittsburgh load centers. Key nuclear: Susquehanna, Beaver Valley, Limerick. Homer City coal retired 2023. Strong solar growth in central PA. PPL zone sees heavy offshore wind NUC allocation.
New Jersey
PSEG · RECO · JCPL
NYC metro load. Primary US offshore wind landing state — Atlantic Shores, Ocean Wind, Sunrise Wind. Larrabee and Branchburg 500kV substations are key OSW POIs. High LMPs during summer peaks.
Maryland
BGE · PEPCO · SMECO
Baltimore-DC load center. Fastest-growing data center market east of Northern VA. Brandon Shores coal retiring 2025. Offshore wind projects targeting BGE substations at Peach Bottom area.
Virginia
DOM
Dominion Energy zone. Northern VA hosts #1 data center concentration globally (3,500+ MW). Offshore wind target: 5.2 GW by 2034. Dominion Coastal Virginia Offshore Wind (2.6 GW) in construction.
West Virginia
AEP · FirstEnergy
Historically coal-heavy; rapid transition underway. Growing solar + storage pipeline in southern WV. AEP's 765kV backbone runs through WV — key upgrade corridor for region-wide congestion relief.
Delaware
DPL
Small state, PJM member since inception. Delmarva Power zone. Offshore wind interest (Skipjack project). Low congestion historically. Strong siting for storage given proximity to PJM backbone.
Washington DC
PEPCO
Dense urban load, no utility-scale local generation. Pure load zone. PEPCO interconnects to PJM through Maryland substations. Demand response and behind-meter storage significant in this zone.
North Carolina
DOM (partial)
Partial PJM member via Dominion. Duke Energy Carolinas (DEP/DEC) in separate SERC footprint. DOM zone in NC focused on northeastern counties with offshore wind development interest.
Kentucky
AEP · DEOK · EKPC
Partial PJM membership. East Kentucky Power Cooperative (EKPC) joined 2013. Coal transitioning. Growing utility solar in west KY. AEP-Kentucky interconnects to Ohio Valley backbone.
Michigan
MECS (partial)
Upper Peninsula in MISO; Lower Peninsula split. Michigan Electric Coordination Systems area is partial PJM. Monroe coal (3,280 MW) retirement planned 2032 — largest pending single-plant retirement in PJM.

PJM Trading Hubs & Reference Points
Most Liquid Hub
PJM Western Hub
PJM's primary financial reference hub — average of all western generator bus LMPs. Key benchmark for coal and gas dispatch economics in Ohio Valley. High liquidity in forward markets (ICE, CME).
Congestion-Sensitive
PJM Eastern Hub
Average of eastern PJM generator bus LMPs (PA, NJ, MD). Diverges significantly from Western Hub during congestion on Susquehanna-Roseland corridor or during NJ peak demand. Tracks offshore wind import dynamics.
IL / IN Border
AEP-Dayton Hub
Major trading hub at AEP/Dayton zone interface. High volume, key reference for storage dispatch optimization in OH/IN. Often diverges from Western Hub during PJM-MISO seam congestion events.
OH-PA Zone
ATSI Hub
FirstEnergy Ohio zone hub. Tracks with Western Hub in normal conditions but diverges during high Cleveland/Akron load or Rockport-Cloverdale PAR limitations. Key for NW Ohio wind project economics.
